Overview
The State implements a network access licensing system for telecommunication terminal equipment, radio communication equipment and telecommunication equipment involved in interconnection between networks used to access public telecommunication networks.
Telecommunications equipment that implements the network access licensing system must obtain a network access license issued by the Ministry of Information Industry; without a network access license, it may not be connected to the public telecommunications network for use or sold in the country. The catalog of telecommunications equipment subject to the network access licensing system is formulated and published by the Ministry of Information Industry in conjunction with the product quality supervision department of the State Council.
Telecommunications equipment manufacturing enterprises (hereinafter referred to as manufacturing enterprises) must comply with national laws, regulations and policies when applying for a license for telecommunications equipment to enter the network. The telecommunications equipment applying for network access must comply with national standards, communications industry standards, and the regulations of the Ministry of Information Industry. Telecommunications equipment manufacturers shall have a complete quality assurance system and after-sales service measures.
When a manufacturer applies for a license for telecommunications equipment to enter the network, it shall attach a test report issued by a testing agency approved by the product quality supervision department of the State Council and authorized by the Ministry of Information Industry or a product quality certification certificate issued by a certification agency. The basis, test procedures and test reports issued by the testing agency for testing telecommunications equipment that have applied for permission to enter the network shall comply with the regulations of the State or the Ministry of Information Industry.
